Patch to add the feature to version 15.08

Since this is a new feature rather than a bug fix, I am only adding the feature to our version 16.05 distribution, but here is a patch which you can apply locally to version 15.08 if desired. Basically you add an option of "flag=purge_comp" when creating the reservation for it to get purged once the last job completes. You can either set the start time in the future or have at least 60 seconds to submit a job to it before it gets purged.
