Slurm version 16.05 RELEASE_NOTES describe the partition "Priority" field being split into "PriorityTier" and "PriorityJobFactor".  These new fields are displayed as part of the output for a "scontrol show partition" command.  However, there is no scontrol man page documentation for these new fields in 16.05 or newer versions of Slurm.
