Summary: Set user limits - MaxTresPerUser and MaxJobsPerUser to all users in an open to all cluster. All users in the AD group will be able to login to the cluster. How to set a default limit that will apply to existing and new users?

We have a cluster that is open to all members of the AD group. New users may login at anytime and run jobs. I want to set QOS such that any user (existing/new) will have certain limits. I tried setting User association QOS but that requires manually applying the qos to the user. This is not applicable as we do not have a list of users. Any new user can run jobs. 

I tried setting Partition QOS too by adding QOS="QOS_NAME" in the PARTITION NAME line as per the documentation. This worked only for the users belonging to the root account. Not for all users.

Is there a way to set an account as default to all users for the whole slurm such that this can work? Is there a way to set a default QOS limit without having to specify the qos while submitting the job?
