Corrects a typo for Transfer

Hi tim,

You'll find attachel two patch to correct a typo for Transfer. 

* The first one is related to a name of a Spanish lab (I checked that 'Transfer' is the right spelling). Please note that this same typo appears also in the NEWS file (not correct by this patch).
* The second one is located in a comment in the licenses.c file of slurmctld source code.
