Hello,SLURM Support Team!

Please teach me how to prevent from performing a job, 
in a specific time zone. 

Can this method (function) be used by Slurm Version 2.6.5? 

When you cannot use this function by 2.6.5 versions,
please let me know whether there is any schedule to be 
supported in the future.

I do not understand your question.

If you want to insure that a job runs at a particular time, you can use an advanced reservation as described here:
http://slurm.schedmd.com/reservations.html

Your only options are advanced reservations or setting the earliest time at which the job can begin. See the description of --begin on the sbatch man page. A pending job's begin time can also be changed using the scontrol command.

This is a bit complex, but you could create a slurm license, called for example "TZ1", make the job require that license, and reserve the license in the time that you want to prevent the job from running.
