sacctmgr archive dump failing to run as specified in slurmdbd.conf. Calling it with the `sacctmgr archive dump` command just times out and fails. Running it with the options specified in the cli seems to work though.

Please attach slurm.conf and slurmdbd.conf (sans passwords). Please attach the output of:
> sacctmgr -vvvvv archive dump

weirdly after running successfully with the options specified in the cli. Now the regular command seems to be working. Close ticket.
